This essay gives simple way to think about the problem about how to deal with the problem stray dogs face. There are two main and most accessible way to deal with the problems of stray dogs. One is using euthanasia to end dogs’ lives. Euthanasia is inevitable for there are so many dogs wondering on the road. However, putting them to death is not always necessary. “The other one is TNR, which means trap, neuter, and release (p.2)”.The ideal circumstance we want to create is to let living dogs can remain their living chances as possible as we can. Furthermore, we have to accept euthanasia as a reasonable way to deal this problem. Euthanasia is a controversial issue all the time, the three main problems exist around us is that the education of technical personnel and the proper concepts can not reach the ideal standard. Therefore, “education will be regarded as the best way to improve (p.1)”. The other one is lack of efficient law. Therefore, “legislation comes to be the other way (p.1)”. These two ways are the foundation of two solutions we use. When talking about more specific details, the improvement of euthanasia relates to the definition itself: well death. This definition makes us to urge to find more humane way. On the other hand, the procedure of TNR also needs to have suggestion. After neutering them, we release them. It is the origin process. “The problem is the set goal which is no abandoned dogs does not achieve and they still infect the living circumstance (p.2)”.Therefore, “the originally way which is called TNR starts to transform to CNR, which means Catch, Neuter, and Return to make the meaning more suitable to our pursuing goal(p.2)”. This article raises the improvement we can try to achieve both on stray dog’s living and death.
  Next, when examining the present policy in Taiwan, we can try tothink solution of problem. “Like the thirteenth article of Rules or Regulations for Pet Registry Management: The decision on what way or format the pet ID collars, tags, and microchips are numbered or followed shall be made by the
competent authority at the central level; the purchase of the pet ID collars, tags, and microchips shall be made by the competent authority of municipalities, counties or cities. However, the actual using condition of pet ID collars is that people buy by themselves, and this causes the registers of ID collars inefficient (p.3). Therefore, the management is not efficient. The government does not use its power well, so the effect of the policy is not striking at all. Government does set the policy, but they throw the responsibility of practicing to the group of animal protection. Moreover, the sedulous ignorance and connivance the real and cruel condition their policy made is also the problem exists.
  These revelations of problems mention in this essay can make us think of that government lack their passion to deal with these problems, and the one who will devote into these problems is the group member of fighting the unfair situation stray dogs encounter. Therefore, if we manage the power among the people well, we can not only deal the problem more efficiency than government but also can press them to pay more attention on the problem.

  1. People have no rights to deprive a dog of its life without its wilingness. I think you can promote the concept to adopt street dogs so that they can find a owner who love it. I think it is the most practical way to solve the problem. After all, it is a big burden no matter for the government or those organizations of animal protection. By the way, your title makes me ponder on some related issue. Human can't decide a street dog's life, then, can we decide other creatures', maybe pigs or flies? I know this is something maybe about religion but I think it is quite interesing to think about it. In Korea, eating dogs is legal. But we think it's very cruel. Why? You can just leave the part anyway. I'm just curious.

  2. I think the fact that TNR turns to CNR is making progress. I pondered upon this issue but found no good solution.This may be useful. Birth control should function better than killing dogs after they are growing up.

    Here comes a weird situation that those who love their dogs to the point of pampering is more than before, while the stray dogs on the street doesn't decrease at all. Is that because the dogs who under good care are valuable strain? Maybe it's just because people's irresponsibility so now we are in face of dealing with too many stray dogs.

  3. Here I want to point out a "not-so-obvious" obvious fact.

    Issue on animal rights is no different from issues of human rights because we humans are nevertheless animals. It is crucial to have this idea that how the weakest member of one civilization is treated always reflects how advanced one civilization is.

    China's history is a book of man's misery. Although there had been statistical studies indicating that wars happened every year in the world since history came into being, it’s worth noting that there are wars every year in china, too, for the long history spanning for five thousand years except for three golden ages, i.e. 春秋戰國, 唐王朝貞觀之治, and 清王朝中葉 (Bo Yang, 1981). If looking for the closest years, one may find the devastating catastrophe of Mao’s famine. We have gone so far to create a world where we can sleep well at home, without worrying any threats to our lives and personal properties yet we still fail to create such a world for other animals. Most of the human race still fail, or refuse to recognize the fact that humans, animals, plants, and the environment are one. Only when the day come that we treat the animals the same way could we expect the advent of world peace, but it will not come without the endeavor of those who devote themselves to this cause.

    In 1963 Martin Luther King gave the famous public speech “I have a dream,” where the call for human rights were heard. Today, I look forward to see your research paper on animal rights. Stray dog is one in many small pieces of the puzzle, and I thank you in your compassion and your precious time spent for those animals. But there is one thing that is of the utmost importance, that is, you must open up your mind and begin examining this issue from an ever wider view. Only by doing so can you really see through this issue. Let me end this with one last sentence.

    What’s the difference of eating a cow and a dog? Cows do not sound like foods, if not more so than dog.
